9X0R – Press Release

Disappointment with the operation DJ6SI, DK2WV and DJ9ZB from Rwanda.
Team members of the multinational dxpedition to Rwanda,
9X0R, express their disagreement and disappointment to the three
German operators who are operating from Rwanda now, because the only
important thing for those three hams, it seems, is to be the first
regardless of anything else.
As everyone knows, it was almost impossible to get a
license in Rwanda. After 6 months of hard work, I reached
an in-person interview with the Head of RURA, the department
of Rwanda??s Government that deals with affairs of radio, and, risking
my previous work and the full cost of this trip, I went to talk to
the head of the RURA .
Before my trip to Kigali everything related with amateur radio
(licensing included) was frozen . RURA Officials were fearful of amateur
radio activities and they had not much interest in this matter. They
didn??t know how to make a license, or conditions or standards to apply or
protocols to follow, problems which were solved thanks to the work
done by Peter Stabusch and myself in those frenetic days of the
beginning of this year. So they start to establish the Rules to follow
for obtaining the amateur license and at the same time they
prepared my 9X0R license.
I am a member of the German DX Foundation and since my appointment
with the head of RURA was confirmed past December, I sent an email to
GDXF Secretary informing him about my plans and told him that I would
like to have another GDXF member in my team. I was communicating this
way to my friends in the GDXF, including its President,DJ9ZB, telling
them about my plans without hiding anything because I was thinking that
all GDXF members we are gentlemen.
Today, thanks to the work others have done, DJ6SI, DK2WV and DJ9ZB
have been able to get their 9X0 licenses so quickly, at the same time
counting us for nothing, although simple domestic education means, at
least, informing us about their intentions?? I suppose that their
only aim was to go there and get on the air before us regardless of
anything else.
This is something I would never have done because of my moral principles,
my ethical principles and my education.
9X0R members want to express our revulsion towards this kind of practice.
We will continue with our plans of doing the Dxpedition as it was planned
and helping to establish amateur radio in Rwanda as well as Rwanda Amateur
Radio Union in the Republic of Rwanda and donating materials for the future
Kihali’s radio club station so that young people of Rwanda could get
acquainted with the world of Amateur Radio and would be able to learn
about international friendship through our hobby.
Therefore, I ask everyone of you that, if you spend your time on
calling 9X0X-DJ6SI, 9X0W-DK2WV or 9X0Z-DJ9ZB pile-ups , just think and
remember which kind of hams you are trying to contact.
We, 9X0R members, still believe in the gentlemen hams and we are
against those who believe that anything is valid looking to be first.
The 9X0R will return to the German DX Foundation the funds donated by
it because we believe that the actions of its President, DJ9ZB,
are not the proper ones to promote amateur radio, DX and dxpeditions.

Tough story. Though it´d be nice to hear the other side´s statement once they can reply to those recriminations.
These days, it seams, jealousy plays a too big role in DX. It seeme, the one with money and influence wins.
There are too many of good examples, just pay a look towards Finland or Serbia! People take things too personal. I sometimes wonder, what poor private live one must run to be so braggy!
Folks, take this as a challenge and go to Ruanda and beat them. Be best!

There was activity in Rwanda last year: 9X0VB, so why bother ??
And what about oh2bh waiting in kosovo for being independent ?
Where is the difference ? he is waiting to be the first on air, isn’t he ?

Clarification of the German DX Foundation Rwanda DXpedition 13-20 February 2008
Antonio Gonzalez, EA5RM released an announcement to the press on 16 February 2008 with the title “Disappointment with the operation of DJ6SI, DK2WV and DJ9ZB from Rwanda”, in which he heavily criticized the operation from 13-20 February 2008 of the President of the GDXF, Franz Langner, DJ9ZB/9X0Z, GDXF member Baldur Drobnica, DJ6SI/9X0X and Karl Ilg, DK2WV/9X0W. EA5RM, the team leader of the planned March 2008 DXpedition 9X0R, accused the German DXpeditioners of pulling their DXpedition forward into February, due to their knowledge of the timing of the planned multinational DXpedition. In addition, he accused them of only being able to acquire their licenses due to the preparation he had done in advance with the responsible authorities in Rwanda. Finally, the press announcement then called for a boycott of the German DXpedition.
EA5RM points out that he was involved for 6 months in acquiring a license. Indeed, DJ6SI had already placed his first applications for a 9X license on 24 September 2002 and 28 November 2002, then an additional application on 10 December 2002, due to a change in responsibilities at a new government authority. In a letter dated 23 January 2003, more specific details were requested on the planned location and equipment. In March 2003, DJ6SI contacted the German Ambassador to Rwanda. A reply was received on 23 May 2003 that a license will be issued in the near future when the expected legal basis has been set. DJ9ZB received notice on 31 March 2006 that the RURA (Rwanda Utilities Regulatory Agency) postponed the matter on issuance of amateur radio licenses. After a lot of further correspondence in the years 2004 and 2005, a new license application, this time including DJ9ZB, was submitted to the authorities in Kigali. DJ9ZB discussed the situation on 1 October 2007 with Rwanda??s Ambassador to Germany in Berlin. On 23 October 2007, the final answer was received ??Once on ground (Rwanda) you will get the license as requested?. This communication came from Col. Diogene Mudenge, 9X1AA, Vice-Chairman of Regulatory Board and Acting Director General of the RURA. At this point, DK2WV was included as the RTTY operator. Due to timing conflicts of the three participants, the only window of opportunity was possible in February. These details clearly prove the priority of the German DXpediton, without any advance preparation by a third party.
The GXDF maintains that the allegations are absolutely unfounded that its President did not act as a gentleman and broke the rules of the ham spirit. Over many years and a number of joint DXpeditions, DJ0ZB and DJ6SI have won high recognition by DXers across the world. It is now up to EA5RM to rethink his untenable statements.

I’ve just read the story and it is very sadness. It show to the ham community how poor and desperate are those german’s OM. They could raise how many press release they want: to the ham community is clear they are only a group of leechers and idea’s cloners.
Just pull out german’s callsigns out of the log. This is the answer to those bandits.

Boy, for a couple of groups that say it is “not important to be first”, they sure are worried a lot about being first. Shame on you both. With all the criticism that US DXPeditions get, you sure dont see any garbage like this.
In my opinion, as well most of the rest of the world, both groups have lost the “ham spirit” and should hang their heads in SHAME. We’ll still work you, but we wont like it. Anyone know if VP6DX is available to go to 9X – they can can show these greedy hams what the true hame spirit is.
