3Y/ZS6GCM – Bouvet Island (AN002) *Updated Info*

Newly licensed operator Petrus, ZS6GCM is currently on Bouvet Island, probably for the next three months. He is part of a five man scientific team and also the medic.
Having only recently arrived on Bouvet, it’s unsure whether radio equipment is currently set up. Petrus does have a vertical antenna for 10, 15, 20 and 40m, but no amplifier. IC-735 is the rig. He has full HF privileges.
Being newly licensed ZS6GCM has no experience of pile-ups.
Activity will be during spare time only, most probably his evenings.
The trip to Bouvet had been planned for several months, but ZS6GCM was not added to the last minute.
Petrus had recently returned from a year long stay on Gough Island. On returning he heard about the Bouvet trip and duly applied – he was made medic.
Petrus had only recently gained his full license – he was ZR6PK

The operation has not applied for a license from the Norwegian Telecom Authority, so they are not yet permitted to operate from 3Y. All operations will be illegal, unless they sort out the licensensing issuses with the Norwegian authorities.

LA has signed for CEPT agreement, ZS did the same.
ZS6GCM is on the island therefore he has landing permit!
What else needed ?

You still need a license. That’s the law, and the operation will not be credited for DXCC unless legal.

It has been confirmed by the norwegian autorities, that no application for operation has been made. The operation is therefore illegal, and continued operation can and will cause problems for other amateurs at a later time wanting to operate from the island. Needless to say, these things has to be dealt with, and the illegal operation must be stopped – instantly !

Translated it says:
Bouvet Island: There is information that a south-african expedition will be on the island for 2-3 months. The expeditions medical doctor is supposedly a newly licensed radio amateur. 3Y/ZS6GCM was reported on the clusters the 16. December kl. 1516-1520 UTC p?? 14315 kHz. The Norwegian Post and Telecom authority has not received an application for a license to operate from the Bouvet-island, hence there is no such license issued.

The bulletin in question is Nr 210, published today and broadcast yesterday during the weekly QST-LA on HF (3725kHz at 0900 UTC).

If so,in the age of Internet and Satellite communications an Amateur License can be easily issued at any time.
Or is for some political reasons that can’t be done ? (i.e. KP5 KPI)
Maybe 3Y is a tempting bone that can’t be stolen from the crowds of V.I.Exp.

The good sense would suggest to co-operate for a common aim,not only arguing about.

The ZS amateur is part of a Norwegian team that landed on Bouvet. They were transported by the South African polar ship SA Agulhas to Bouvet. They took Petrus along as their medic and also because he had been on Bouvet previously
All this took place in a rush and a license is presently being applied for and to the best of my knowledge should be a mere formality.
Other might be aware of activity but the best of my knowledge he has not yet been on the air.
My suggestion; plse relax and let things take its course.

South Africa and Norway are both members of CEPT. Why would a license application be required of a ham from one CEPT country (e.g. ZS) who wished to operate in the territory of another (e.g., LA) ?
