Why can’t Yemen (7O) issue licenses?
Reading an old edition of OPDX I noticed this below:
1. Not a single amateur radio license has ever been issued in Yemen
in the past 20 years. He mentions, ‘For those interested in the
authenticy of the fact I can probably provide a written statement
of the ministry confirming the fact.’2. Amateur radio has never been legalized in Yemen. ‘PERIOD’
No legal base, no exceptions so far, but the ministry is sincerely
interested in promoting the hobby. They know about it and do plan
to pass laws for it as soon as possible.3. When King Hussein of Jordan was in Yemen, he requested a license
which he did not get….4. The ministry has tried to authorize amateur radio activity in Yemen
a few times, but the attempts have always got stuck at the Ministry
of Interior offices being higher or lower.
That was almost two years ago.
In searching the internet for Yemeni Ministries, I found a whole host of relevant links. On clicking the links (every one of them) “site under construction” is evident. Under construction since 2002…

Dave Patton, NN1N, said at the Visalia DX-convention 2007 that “the 7O1YGF case is not closed”. Dave is head of the MSD.departement at ARRL after Wayne, N7NG, resigned.

Vlad wrote this in July 2005 after having been in Yemen for some weeks trying to get a license. It’s not misleading – only a way to see that different departmens of the Yemen governement seem to not communicate with ecah other…

7O1A was activated in 1996 by DJ9ZB and a Japanese ex-ham. That operation was not accepted by ARRL as the license was issued by the Aden branch of their PTT, and the HQ in Saana said: NO! Strange thing is that the 708AA-license was also issued by the Aden branch.

See the links below also. It is not all that clear cut. From the letter, it seems the DXCC desk was saying that the 7o8aa license was issued in Sana’a.
